Of course they are worth having as pets, but good on you for thinking about the ethics of the thing!
Dogs that are already born need homes, so check your local shelters or Craigslist for adult rehomes (but keep in mind that puppies on Craigslist are usually from backyard breeders). If you can’t find any that way, check into ethical breeders!
Unfortunately, flat-faced dogs are popular as heck and that means there are A LOT of BYB that you’ll have to sift through. A good start would be to go to the AKC or CKC (Canadian) websites and check their breeder lists for pug or English bulldog breeders. When you get in contact with the breeder, ask something along the lines of “what plans do you have in the future to help improve the breed?”, because good breeders strive to improve the health of their breeds. BYB probably won’t have a real answer for you.
Other things you can ask are the titles they put on their dogs. Pugs and EB can totally do dog sports, and good breeders should do *something* with their dogs, even just pet things! BYB are less likely to do real things with their dogs. You can frame this like “what does a week look like for you when it comes to dog activities?” or something.
