I guess it depends why he’s licking and chewing on his paws. You mention allergies, so I’m assuming they are itchy? Unfortunately, itchy dogs gon’ scratch, no matter what kind of bitter spray you put on his paws. There’s not much you can do besides finding a way to soothe the itch – talk to your vet about getting a topical ointment or spray if meds aren’t the way to go for your dog.
If he’s licking and chewing his paws because he’s anxious, bored, or it’s just a bad habit, you can try using a deterrent (socks, boots, bitter spray) and then immediately redirecting to a toy when you notice him doing it. Sticking a toy directly under his nose or over his paws *might* work. It’s not really a foolproof solution, but it could help.
