Nope! Typically a dog will greet a person with a low head and a low wagging tail as an act of appeasement. Attempting to make themselves seem like a non-threat to avoid confrontation. This doesn’t mean they anticipate you to be a threat, just that they are greeting you with sort of a white flag gesture; We’re friends!
